The supreme commander of all Naval forces in the One Piece world, his status apparent by the life-size seagull attached to his hat. He oversees the workings of the Navy from his base in the Sanctuary of Marie Joie, and is subordinate only to the leaders of the World Government, the Gorōsei. He was the one who, twenty years ago as an admiral, entrusted the Golden Den Den Mushi to Spandine, allowing him to order the Buster Call on Ohara. The story begins somewhere between the Thriller Bark arc and the Sabaody Archipelago arc. The main villain's name is "Golden Lion" Shiki. 20 years ago he lost a battle against Monkey D. Garp and Sengoku and was imprisoned in Impel Down, but managed to escape. After that he starts to collect his crew and steals Nami to make her his navigator. Luffy tries to get to Shiki's hideout to free his friend.

One Piece Strong World 0 is a one-shot story published in Weekly Shounen Jump as a special prologue chapter to the 10th One Piece movie, Strong World. This one-shot depicts events 20 years before the current timeline of the manga, One Piece. The main focus is the relationship between Shiki, the Golden Lion and Roger, the Pirate King. In addition, it shows what other characters were doing 20 years ago.

This new TV special tells the two years of Luffy's training with Silvers Rayleigh in Rusukaina Island after the Battle of Marineford, which has never been told in the manga or TV anime. It also features a new villain named Burndy World who is known as "The Destroyer of the World" and has the power of the MoaMoa Fruit (its ability is still unknown). Luffy has to protect Boa Hancock from the new enemy who escaped from the level 6 of Impel Down. He is newly designed by the original creator of the manga, Eiichiro Oda.
