The three Kisugi sisters &mdash;Rui, Hitomi and Ai&mdash; during the day run a small cafe called "Cat's Eye". To discover the whereabouts of their father, the artist Michael Heintz, who has disappeared, Hitomi and her sisters rob art galleries as the smart and mysterious thief "Cat's Eye" in the hope that his works can give them clues about his vanishing. The crucial point is that Hitomi has a relationship with Toshi, a police inspector who has sworn to catch "Cat's Eye" &mdash;and of course he has no idea about Hitomi's double life.

The protagonists of the series are the three Kisugi sisters—Hitomi, Rui and Ai—who run a café called Cat's Eye. The sisters lead a double life as a trio of highly skilled art thieves, leaving cards with the name "Cat's Eye" at the scene of their crimes. They steal works of art (mostly paintings) that belonged to their long-missing father, Heinz (who was a famous art collector during the Nazi regime), in the hopes of him contacting them. Toshio, the police officer investigating this case is the fiancé of Hitomi. He also swears to capture and bring down the Cat's Eye Gang.

Ryo Saeba is a sniper and private eye ("sweeper") based in Tokyo's Shinjuku Ward, who possesses unrivaled marksmanship and an over-the-top obsession for the opposite sex. He and his partner Kaori Makimura serve as bodyguards and perform other duties for his clients. Their latest client is Ai Shindo, a model who's being attacked by mysterious people and unknowingly holds the key to a vast city-wide conspiracy.

Hitomi, Rui, and Ai are sisters and cat burglars. They steal a painting from a museum around the same time Lupin the 3rd appears to steal another painting himself. Both paintings are part of Michael Heinz’s series titled the Girl and the Flowers. To the girls, the paintings are clues for their missing father's whereabouts. When they learn Lupin is after the same target, a fire lights inside them.
