Ryo Saeba is a sniper and private eye ("sweeper") based in Tokyo's Shinjuku Ward, who possesses unrivaled marksmanship and an over-the-top obsession for the opposite sex. He and his partner Kaori Makimura serve as bodyguards and perform other duties for his clients. Their latest client is Ai Shindo, a model who's being attacked by mysterious people and unknowingly holds the key to a vast city-wide conspiracy.

Ryo Saeba is a "sweeper" in the city of Tokyo. His works as a trouble shooter, cleaning the streets of vermin, and helping out desperate people. Sometimes he's a bodyguard, sometimes he's an assassin, whatever Ryo does he does it well. In fact his only flaw is his hormones - he loves the ladies and sometimes turns into an idiot when he's near them. Thankfully he's got people like his sidekick Kaori Makimura to keep him in check.

The three Kisugi sisters &mdash;Rui, Hitomi and Ai&mdash; during the day run a small cafe called "Cat's Eye". To discover the whereabouts of their father, the artist Michael Heintz, who has disappeared, Hitomi and her sisters rob art galleries as the smart and mysterious thief "Cat's Eye" in the hope that his works can give them clues about his vanishing. The crucial point is that Hitomi has a relationship with Toshi, a police inspector who has sworn to catch "Cat's Eye" &mdash;and of course he has no idea about Hitomi's double life.
