Yang Wenli is a commodore, currently serving in the 2nd fleet of the Free Planets Alliance.  The son of a merchant and a pacifist at heart, Yang never wanted to be a soldier, his dream was to become a historian, but he didn’t have the money to pay for his tuition and joined the army to get a scholarship. He barely made it through the officer’s academy due to his lack of interest, though he did make a number of friends there including Dusty Attenborough and Jean Robert Lap. He also met music student Jessica Edwards and both him and Lap developed a crush on her, Jessica eventually chose Lap, Yang accepted her decision and they remained friends.  Soon after he graduated, Yang became involved in a battle near the friendly planet El Facil, because of his superiors’ incompetence and cowardice, the planet was abandoned while a hostile imperial fleet was on its way. Yang was one of the few officers that remained behind and tried to help the population, thanks to his efforts the planet was evacuated in time. Because of this achievement he became famous as “the hero of El Facil” and “miracle Yang”, forever earning the envy of his peers and the scorn of his superiors.   It was at El Facil that Yang first became interested in tactics, but ever since that incident and although he kept rising through the ranks, his novel tactical suggestions were being arbitrarily rejected by hostile superiors. Though disappointed and increasingly cynical with the state of affairs in the Alliance, Yang never stopped trying to do at least the absolute minimum to justify his salary and the pension he was so looking forward to.  Miracle Yang, also called “the magician”, is a genius tactician, as well as a competent strategist. Unlike his often proud adversaries, Yang is more than willing to resort to trickery and his only flaw as a commander lies with his inability to go against the orders of his superiors. Yang holds democracy in an extremely high esteem and has a well-defined political philosophy, providing much insight to anyone willing to listen to him. Harry Burnsworth is head of the Burnsworth company, and father of Kajika. It was his plan to have 4 suitors for Kajika to choose from to be her future husband. He cares deeply for his daughter and her well being. He even has Li Ren (his assistant) and Toranosuke as her bodyguards and escort. He is not seen much so far, but seems very nice, and very orderly.      ~!He is the son of Maharty and Kathleen, so he has blood of Laginei.  This is the reason why he wants to find a husband for Kajika so that the husband can keep this secret for Kajika and Harry.!~

The once great ruler of the Mediterranean, as well as the grandfather of Italy and Romano. His eyes are brown (but were depicted as being green in earlier artwork) and his hair is dark brown with two curly ahoge sticking out on both sides of his head, similar to his grandsons. He has tanned skin, but in the anime adaptation, his skin was changed to being fair.  It was said in his official profile that he has a lot of “stupid” grandchildren, meaning that his grandchildren failed miserably in following in his footsteps. At this time, Italy and Romano have been the only two confirmed to be his kin, but some suspect that Spain, France, and others may be related, too. Ancient Rome raised Italy and called him his “favorite” grandson. The two had a very close relationship, and when Ancient Rome eventually died, Italy was devastated and refused to become the new Roman Empire due to what ended up happening to his grandfather. Throughout the series, Italy refers to Ancient Rome as “Grandpa Rome” (Rome-ojiichan), and thinks very highly of him. Although he didn’t turn out as successful his grandfather, Italy did manage to inherit his natural talents for trading and art, plus his charm and charisma.  Because he was busy raising Italy, Grandpa Rome remained more distant from Romano. This caused Romano to feel inferior and overshadowed by his younger brother. He also became very jealous of him for not only taking their grandfather’s affection away from him, but also because Italy inherited his talents and because Romano claims that Italy looks more like Grandpa Rome in appearance than he does. Despite this, it was shown that Grandpa Rome loved and cared for them both equally, and as shown in the manga, he took the time to visit Romano from heaven as he did with Italy.  His close friend and guard was Germania, the Holy Roman Empire’s grandfather. Eventually, although they were inseparable at one time, the two became enemies. The entire truth behind everything that went down during this period in history remains unclear, but it is known that Germania was the one to deliver the final blow to Grandpa Rome.   He’s depicted as a strong, handsome, and lively man who had so much love to spread around, that he fell for both Egypt’s and Greece’s mothers at the same time. In the original manga illustrations, he was drawn as an elderly man with a small mustache, but his appearance was later changed to a much younger and nobler looking man. His hobbies included painting, sculpture-making, music, and any other form of the arts. He loved delicious food, beautiful women, and sex. It was mentioned that whenever he saw a strong man, he overflowed with great excitement.

Prior to the hunter exam, Leorio's close friend died to a curable illness, and Leorio was unable to save him due to his lack of money and knowledge. Because of this. he aims to become a doctor in order to help those without the money to pay for treatment.  In order to cover his tuition for medical school, he decides to take the hunter exam, where he meets Gon, Killua, and Kurapika. Leorio is also talented at bargaining, being able to haggle shopkeepers to no end. He often seems brash and rude, but overall he cares deeply for his friends. Leorio is an emitter, although learning nen did not come easily to him.

Sunbeam is Umagon's book keeper. He has a good relationship with Umagon and is good friends with the other book keepers. He's catchphrase is "Groovy".

Is a naval officer of Anatoray and a friend of Alex Row and Sophia Forrester. Initially appointed Admiral of Anatoray's fleet, he was relieved of his command after Alex sank four out of five of his Urbanus ships. Despite this, he respects Alex, knowing his strengths in combat and strategy (they were in the Officers' Academy together; indeed, before the battle, Vincent met Alex to try to persuade him to keep the Silvana out of battles). A great lover of coffee, Vincent likes to enjoy life. But when duty calls, he's not about to sit back either. When Sophia was imprisoned by her father and about to be killed by a guard, he barges into her room and saves her. Some of his dialogue also hints at a romantic interest in Sophia, despite her obvious affections for Alex. With her command as Empress, Vincent resumed his command as Admiral, this time leading his ships into a grand battle together with Disith against the Guild.

Yomiko's boss, the acting head of the Special Operations Division. Joker is a stereotypical Englishman (Kurata describes him as "someone whose photo you would expect to see in the entry for 'Englishman' in the Encyclopedia Britannica"); his cool head and skill with words are his primary weapons. He is extremely cool and clever in the novel most of the time because of his ambition to become the actual head of the Division and gaining control of the whole country only under the command of Gentleman. Later in the novel, Joker's main thought is to destroy Gentlemen after he gained full control of the British Empire including all military, police, military intelligence and such which Gentleman appointed him for 9 days.  

__R.O.D. - The TV__
The head of the British Library Special Operations Unit and Yomiko's former boss. He took control of the organization after the death of the Gentleman and is now often referred to as "Mr. Carpenter." His face seems a bit more lined from stress (and, possibly, age), and he now walks with the assistance of a cane. As always, Joker smiles all the time and initially appears as calm, reassuring, and easy-going as ever, but as the series progresses he gets more violent and high-strung, revealed to be an elitist who holds the same "human selection" principles as the I-Jin (the villains from the OVA). Disappointed by the decline of British global influence following the Gentleman's death, Joker implements a scheme to regain control of the world, no matter the human cost. At the end of the TV Series, he is seen to be recovering from comatose state after incidentally absorbed Mr Gentleman's information during the execution of Operation Sleeping Books.

As the central character around which Votoms revolves, Chirico Cuvie is haunted by two pasts - one he cannot remember and another he cannot forget. Miyafuji Yoshika's father is the inventor of the Striker units of that aircraft, which bring the Strike Witches in their fight against the Neuroi used. Mio Sakamoto was the first test pilot for this development. His own, also magically gifted daughter, until recently, however, knew nothing of his involvement, since he disappeared without a trace, when she was 10 years old. In the laboratory, in which the professor made his development, then passed through an accident that destroyed the entire building and it is believed that he too was killed in this explosion. His life motto was that you should use a self-given power to protect others, a theme that has internalized his daughter.

Yuuki's adoptive parent, who also took Zero into his home several years ago. Headmaster Cross dreams of peace between humans and vampires, and established the Night Class to promote understanding between the two races. Although he is often eccentric, he has a serious side as well. It is revealed that he is a former vampire hunter.   ~!
