The zany, egotistic, and very stupid evil leader of the Alpha Gang. Plans to use the dinosaur cards in his plans to rule the world. He also seems to know the history of these cards, though he was not the creator as the method was created by Dr. Ancient and Dr. Cretacia. He did invent the Move Cards with Dr. Ancient had been dissatisfied with. When Dr. Ancient and Dr. Cretacia wanted to return to the year 2126 to raise a baby Rex, he and Seth jettisoned their pods into the timestream and tried to do the same for baby Rex only for the intervention of Jonathan to prevent that. This accident caused the Alpha Gang to end up in the present day and the dinosaur cards were scattered throughout the Earth. He often sends Ursula, Zander and Ed to obtain dinosaur cards (which were scattered when his time machine exploded) for him while he stays in his lab on Zeta Point researching and experimenting with the dinosaur cards that he already has, unless it is a certain occasion. When his flunkies fail, he always berates them for their incompetence. He sometimes attempts to aid with some of his inventions, but as a running gag his inventions often explode. When he had a bad back from holding up Alpha Metal, he liked Seth&#039;s idea of having his grandchildren obtaining the Dinosaur Cards. In the battle against Zanjark, Dr. Z invented the Dino-Tectors so that the dinosaurs of the D-Team and the Alpha Gang can armor up.

 has vast wealth, which he uses in order to have a team of geneticists to clone Broly. He ultimately plans to have the clone help him claim world domination as well as expose Mr. Satan as being a fraud.

Katsuhiko Jinnai (陣内 克彦 Jinnai Katsuhiko), manages to win the Student Body Presidential election by promising student government funds to campus clubs and organizations that voted for him.    When Makoto catches wind of this and plans are made for him to testify against Jinnai (who is called &quot;Jinnai&quot; by everyone except his sister), the egocentric, power-hungry and soon-to-be-impeached Student Body President attempts to thwart the process by attacking Makoto, intending to keep him tied up until a technicality in the bylaws prevents him from being thrown out of office. Before he can execute his plan, however, he&#039;s sent to El-Hazard, and once there encounters the Bugrom, a race of human-sized insectoid beings ruled by Queen Diva.    Jinnai&#039;s power granted to him by the trip is the ability to communicate with the Bugrom, allowing him to become their military commander under their belief that he is the messenger from God sent to lead the Bugrom to victory. A skilled tactician, he is able to reorganize the Bugrom forces into an effective army and comes close to conquering El-Hazard.    Although Jinnai is a power-hungry egomaniac, he&#039;s not without some level of humanity. When Galus attempts to stop Makoto and the others from halting the Eye of God&#039;s apocalyptic malfunction, he takes the leader of the Phantom Tribe by surprise with the help of a Bugrom soldier. Although Jinnai effectively comes to Makoto and Nanami&#039;s rescue, he does so more for the fact that a &quot;true ruler doesn&#039;t destroy the land he wishes to conquer.&quot; Jinnai has a very distinctive laugh.    Jinni suffers from an obsession with Makoto that borders of the psychotic. Over the course of both series, he consistently blames Makoto for essentially every single failure and disappointment he experiences. His sense of his own history is a montage of misfortune, the chief architect of which is Makoto. Though generally megalomaniacal, one of his primary motivations in gaining power is to subsequently gain the ability to best, or, even kill him.    Jinnai in The Wanderers    Jinnai does not change much in the transition from OVA to TV series, either, but he seems to treat Ifurita with more care. Although he&#039;s threatened with impeachment from his position as Student Body President at the beginning of the series and Makoto plays no direct role in the trial, he is paranoid that Makoto will replace him as president once he is kicked out of office. Chief Bookem is the only police officer of Cappy Town, and there isn't much for him to do, but he doesn't let that discourage him. He lives in his house (which is also the police station) with his wife, Buttercup. Not only is he a police officer, but also a traffic director.

His name in English is a play on a common slang phrase for arresting someone, "Book 'em".

Tommy is the character of the day in Ep 34.

He first appeared in the Lugia saga that comprised of The Mystery is History, A Parent Trapped and A Promise is a Promise. He has since appeared in number of episodes giving Butch and Cassidy  their mission briefings, though this was only as a vocal role in all except Oaknapped. People often get his name wrong, much like Butch. For example, he was called Dr. Samba by Cassidy in The Ole' Berate and Switch!. He also has a short temper.  Little is known about Namba. Because he does most of his work in a covert fashion, it is possible he is a fugitive from justice. It can be speculated that since he does order scientists and agents within Team Rocket, he is either very knowledgeable about his field or that he has been with the group for a while, climbing the corporate ladder at Team Rocket. Also, in the Japanese version of his appearances on Pokémon Chronicles, Namba demands Butch and Cassidy to capture rare Pokémon for something he calls the 'R Project.'  [credit to bulbapedia]
