Sakaki is the Rocket Team Boss and a former Tokiwa City Gym Leader. He is a very ambitious man and is intolerant of failure. Sakaki is shown to have access to vast wealth and resources. The money probably comes from Rocket Team's main source of income — the profit of selling stolen Pokémon. Sakaki also gains a lot of money from smuggling Pokémon, Pokéball trafficking, and other crime rackets. He has Rocket Tean operations in both Kanto and Johto. He rarely meets people in person, as he prefers to communicate with his underlings via telecommunications.

Sakaki serves much of the same role as he does in the games, although he now has Matis, Natsume, and Kyou as subordinates. However, Sakaki is much more ruthless than his other counterparts. ~!Like in the games, he is the father of Silver.!~

Arles is the Pope of Athena's Sactuary and the main enemy of the first arcs.

About 13 years prior the main events of Saint Seiya, the Pope Arles tried to kill Athena with a golden dagger when she was a baby. However it was prevented by Sagittarius Aiolos. The Pope attacked Aiolos, but he managed to escape from the Sanctuary, leaving Athena and the Sagittarius Gold Cloth to the care of Mitsumasa Kido.

Once the Pope Arles was informed of the Galaxian Wars tournament between the Bronze Saints, and that the Sagittarius Gold Cloth was in the possession of the real Athena, he sent some Silver Saints to kill the Bronze Saints. However, the Silver Saints couldn’t affirm their rank superiority and were defeated by the Bronze Saints.

~!Later, in the Twelve Temples arc, it's revealed that the man who stole the identity of Pope and tried to kill Athena was Gemini Saga. In order to steal the throne and disguise himself as the Pope, Saga killed the previous one, Aries Shion.!~

~!From this day onwards, Saga ruled the Sanctuary as the Pope Arles. In his favor, most of the Saints didn't know of Shion's murder and Saga's betrayal. Some of them knew it, but silenced about it.!~

It's also revealed that Saga suffered from a split personality disorder: his evil side was dominant, and lead the Sactuary as the Pope Arles. The thirteenth successor to the sword art of Hiten Mitsurugi-Ryu, Hiko Seijuro saved young Shinta from marauding bandits who killed his companions. Hiko then took care of Shinta, and renamed him Kenshin ("Heart of Sword") after claiming that Shinta was not a good name for a swordsman. He became angry and disappointed with Kenshin, because he ran away to join the rebellion against the Tokugawa regime. He shut himself away from the rest of the world; he lives as a potter close to the forest near Kyoto. In Seisouhen/Reflection, he also realizes that the Hiten Mitsurugi-Ryu no longer seems relevant in the changing world, as he remarks to Yahiko: "The only thing that doesn't seem to change is the moon."  Hiko is perhaps the strongest swordsman around; he is way too superior even to Kenshin. Although the two are comparable in speed, Hiko possesses a superior sense of judgement in combat and the superhuman strength (hidden, and even suppressed, underneath his heavy cloak) to wield Hiten Mitsurugi Ryu to its maximum. After fifteen years, master and student meet once more. It is then that Kenshin will complete his training, if Kenshin can survive Hiko's ego.  The cloak is not only distinctive for all Hiten Mitsurugi masters, but it also serves to strengthen them in peacetime. Even when conflict is not at the door, Hiko remains in training just by wearing it, as it is composed of several heavy materials that weigh him down and force him to work out because of counter-springs with pressure of around 37.5 kilograms. Watsuki mentions in the manga that he based the billowy capes' image on Spawn of Image Comics by Todd McFarlane (the size of the collar pieces was reduced in the anime).  The name Hiko Seijuro is in fact a title granted to each succeeding master of Hiten Mitsurugi-Ryu. Since Hiko Seijuro II, each new master has discarded his own name in favor of the name of the creator of Hiten Mitsurugi-Ryu. As Kenshin declines to take the name "Hiko Seijuro XIV", his master is the last man ever to be known as Hiko Seijuro.
