License-less Rider (無免ライダー Mumen Raida) is a C-Class Hero from Z-City. He has the #1 rank of the C-Class.

Appearance: The License-less Rider is a young man of average height and weight. He wears an armored suit, with light-colored armor covering his torso and shoulders. He has a black leather suit under the armor and black gauntlets and kneepads. He also has a yellow bicycle helmet and dark shades.

Abilities: Not much of License-less Rider's abilities have been seen since he was defeated before showing any kind of action whatsoever. However, before being smashed to the ground and judging by his outfit, it seems that License-less Rider prefers hand-to-hand-combat and relies on his speed.

He is the oldest person among all D Agency operatives, along with Kaminaga. He has a likable, sociable, and supportive personality, and so the operatives treat him as an older brother. He is free-spirited, and not liable to get bogged down in details. He is used to dealing with women.

Melone is a minor antagonist and is a member of La Squadra Esecuzioni. He is a young man of athletic build and average height. He keeps long straight hair descending down to his shoulder. Inspired by Venetian design, Melone's most distinctive feature remains his clothes. He wears a dark suit with a concentric circle motif, lacking the right sleeve and a large part of the right side. Melone also wears matching gloves and shoes, as well as a transparent mask covering his right eye. Over his trousers, Melone sports two decorative chains at the shins' level in each leg.

Melone shows himself to be a polite man in most circumstances. Approaching every activity with cold professionalism, he physically and mentally inspects his future victims, looking at them more like tools to create his Stand than fellow human beings. The TV anime portrays a rather lecherous nature, showing him openly licking his lips in delight as he observes a beautiful woman's legs and feet; something his teammates are humorously disturbed by, as well as looking at a woman's legs in the train station near the end of the Baby Face arc. Both of these scenes are absent in the manga, and only present in the TV anime.

Melone always reacts jovially when circumstances match or exceed his expectations, exclaiming "Di Molto!" On the other side, when things do not go his way, he becomes nervous yet remains cool-headed enough to issue tactical instructions, likely due to the fact that he is not the one facing immediate danger.

Melone wields the Stand Baby Face, which is a computer-like humanoid Stand he uses to create autonomous long-range Stands also named Baby Face he can direct to kill his targets. He needs to find a blood sample of his target and a woman to host said Stand before he can act.

He lies about having an identical twin brother for he seems to be very upset over his career. He does not like talking about it. !~  From the game UtaPri: Repeat:  ~!Tokiya despises how he is forced to act in-character whenever he is Hayato. He feels that by continuing with this charade he has lost his true self. For this reason, he enters the academy in order to find his true self again and hopes to debut merely as "Ichinose, Tokiya". Umori is the sturdiest of the Amori Brothers and examinee #199 in the 287th Hunter Exam. He does not have eyebrows and dresses in a collarless baseball jersey and a backward baseball cap.  ~! One year later, Umori and his brothers attend the 288th Hunter Exam, only to be easily knocked out together with the other applicants in the First Phase by Killua. Seeing the huge gap in abilities between him and themselves, they decide to never take the Hunter Exam again.!~

Dr. Irabu is the son of the founder of the Irabu General Hospital. Irabu is a psychiatrist with a carefree, eccentric, and childlike personality. He changes appearance throughout the scenes. In his first form, he is slightly overweight wearing bright clothes under his labcoat with a large green bear head that can change expression to suit his. &quot;Middle Irabu&quot; is slimmer, wearing his normal attire. In this form, he has long blond hair, red glasses, and a pair of green bear ears. 

His personality in this form is notably effeminate. His final form is &quot;little Irabu&quot; (him as a boy), with an oversized lab coat, and shorts instead of trousers. He is quite mellow in this form, but can get ecstatic.    Irabu has a strange angle to his line of medicine, insisting that all his patients have a vitamin shot and insisting that his patients face their problems head on. He is seen by other psychiatrists as obscene and childish, although his treatments seem to work.

Like one of the ronin warriors in Edo period Japan, Nobunaga comes complete with a long Japanese sword that he uses with great finesse and skill. Nobunaga's speciality is the unparalleled use of the sword in executing enemies. Franklin has described him as the "King of Carelessness." His best friend is Uvogin, and the two bring out the best in each other during combat. Seeing some of Uvogin's personality in Gon, he expressed interest in having Gon join the Troupe, though Gon adamantly refused. He is one of the Phantom Troupe that originated from Meteor City.  

Nobunaga's En: Supplementing his swordfighting skills is the use of En in creating a circular boundary that can detect the slightest of movements of his opponents. Once the opponent steps into this boundary, an immediate retaliation can be expected from Nobunaga.
