A prior member of the Alliance&rsquo;s mobile suit development team, Howard is an aging engineer who operates an oceangoing salvage ship. He invariably wears Hawaiian shirts and retro-styled sunglasses. Howard is a member of the Sweeper Group, and his ship serves as a mobile base for Duo and the Gundam Deathscythe. Originally one of team of scientists who developed mobile suits for Romefeller, Howard helped complete the Tallgeese and the spaceship Peacemillion, and later designed and implemented upgrades to Gundam Heavyarms and Gundam Sandrock.
