A gifted psychiatrist and the head of the department which is developing the DC Mini. Once it's stolen, the Chief goes on a nonsensical tirade and defenestrates himself out of the building, nearly killing himself. After going insane, he becomes stuck in a strange dream that apparently one of his former psychotic patients had until Paprika rescues him.

The father of Bulma, Dr. Briefs is an elderly, brilliant and eccentric scientist. He is one of the smartest men in the world. Dr. Briefs is the founder of Capsule Corporation and the man responsible for the invention of the Hoi-Poi Capsules, which can shrink inanimate objects down to pocket sized capsule of namesake. He is easy-going and friendly. Dr. Briefs rarely leaves his home, even if he knows he'll die (in the Buu Saga, he and his wife refuse to leave their pets even after Capsule Corp. has been specifically targeted for destruction; they know they can always be wished back) and he can often be found tinkering on a number of complicated gadgets while surrounded by his beloved pets. His favorite pet is a small black cat, named "Tama" in the original anime and "Scratch" in the FUNimation dub.

Gordon was a criminal casino owner who recruited Faye Valentine in an illegal business transaction that made use of her skill as a cheater and a gambler. The plan was to acquire a special chip (with the ability to decrypt and unlock virtually any security code) from one of the patrons in Gordon's casino, but the plan goes awry due to the intervention of Spike Spiegel. Gordon makes an arrangement with Spike and Jet Black to exchange the chip, currently in the hands of Spike and Jet, for 30 million Woolongs. Gordon and his henchmen intend to turn on them, but are quickly outwitted.

As Spike is looking for answers regarding Vincent Volaju and nano-technology, he comes to this man, he seems to know a lot about beans and shares this knowledge with Spike. However, as this makes it clear that his interest is in the terrorist attack by Vincent and his method, Rasheed Spike brings in a remote store and gives him a pitcher. He then leaves the store, leaving a slightly confused Spike.

Cliff is the son of a Plant engineer who purchased land with copious amounts of water on it and as a result, makes a good living selling water to the town. He portrays himself at first as a kind, caring older man with a sense of humor who only wants to protect the water and his guest Marianne. He even hires Vash as bodyguard to help.    ~!He later shows his true nature as he assaults Marianne, a Marshal that came to find proof of Cliff's monopoly of the town's water. It is revealed he only wanted to hire a bodyguard and call him Vash so the town could leave and no one would be around to witness the murder of the intruder. Cliff shows himself to be clever and observant (even mentioning to an infatuated Vash that he told Marianne to keep her curtains shut as an extra precaution, while likely knowing full well Marianne was the intruder as well as figuring out how Vash was dodging his shots). Easily recognizable by his huge, bristly mustache, Shunsaku Ban, also affectionately known as “Higeoyaji” and/or “Mustachio”, is one of Tezuka’s longest-running characters.  Most often cast in the role of a spirited, if not particularly sophisticated, middle-aged man, he has appeared in many of Tezuka’s most important series, including (but not limited to): Lost World (1948), Metropolis (1949), Next World (1951), Astro Boy (1952-68), The Adventure of Rock (1952-54), Lion Books (1956-57), Black Jack (1973-83), The Three-Eyed One (1974-78), MW (1976-78), Rainbow Parakeet (1981-82), among many others. Short-tempered and rough, he is also warm-hearted with a burning sense of justice – perfect for his usual occupation as a plucky detective.

It is interesting to note that, even though Shunsaku Ban appears in so many of Tezuka’s series, he didn’t really create him.  As Tezuka confesses in his book I am a Manga Artist, Higeoyagi’s character design is in fact based on a doodle that a good friend of Tezuka’s drew of his own father, when both were in middle school.  Tezuka swiped it and used it in Old Man Detective, one of his early amateur works, and he soon became an indispensable part of Tezuka’s work.

Don’t miss a rare appearance by Shunsaku Ban as a young man, with jet-black hair and sans his famous mustache, in the Lion Books (1956-57) chapter entitled “The Green Cat” (1956).
