A member of the Experts of Justice, frequently cast as Youshi&#039;s partner.   A warrior-monk versed in illusion and shapeshifting, he bears various items of power that can entrap enemies within an illusion and specializes in obfuscatory combat.

Shijima has many strange abilities. He can control dead bodies (and live ones too!) like they were puppets, he can travel freely through shadows, and he has the ability to multiply himself into "decoys". Actually, it is the illusion of him multiplying. His main weapon is his mechanical claw which he can throw very fast out of the shadows. He throws it at Dakuwan, and is amazed that he avoided it... all it did was pin his clothes to a tree. A pretty nifty enemy to Jubei, but not all that bright.  A master of stealth and misdirection, Shijima captures Kagero to lure Jubei into his trap. He strikes at him from the shadows by using his metal claw.

Tessai is the Devil responsible for killing most of the Koga ninja team with Yurimaru. His special ability is to turn his entire body into stone, making him almost totally impervious. Not to mention that he is a mammoth. Along with the impervious skin and gargantuan size he has an extremely bad disposition and he's not afraid to show it.

The so-called 'Wandering President of Cyberdyne,' is every bit as egomaniacal as his ancestor Kotaro, although he has a stronger streak of common sense. He normally wears a kind of scarlet bodysuit and cape (A reference to Kaiketsu Zubat), and makes a big production during his introductions (His introduction dialogue is very similar to Kaiketsu Zubat's). Apparently, he and Kazuya's descendant has formed a partnership in running Cyberdyne, with Takuya in research and development and Totaro handling the financial ends. Zenigata has made it his mission in life to arrest Lupin. He would love to arrest the other members of Lupin's gang, but Zenigata is really after the mastermind himself. Lupin and Zenigata appear to be the worst of enemies, but they are, in a manner of speaking, friends; something Lupin shows openly (often by greeting Zenigata with mock affection), but it is an idea Zenigata is extremely reluctant to entertain. Similarly, he is often awed by Lupin's genius but refuses to show it. 

~!In the movie Mystery of Mamo, it is mentioned that Zenigata has a daughter named Toshiko, but this isn't developed any further. He's unable to settle down because of his eternal pursuit, and although he sometimes longs for female company he has no luck with women—in no small part due to his inability to commit himself to anything but chasing Lupin.!~

~!The Manga series reveals that he has a grandson, a student at Todai University, who fiercely opposes Lupin's attendance, though, by the end of the arc, he has largely given up on having Lupin expelled outright.!~

In the anime, Zenigata is a quite sensitive person and often cries in emotional situations, particularly when he thinks Lupin has done something out of consideration for him, or when finding out Lupin is okay after worrying about him. On occasions when Lupin appears to be dead, he mourns him more expressively than anyone else—partly due to genuine grief, partly because he no longer has a goal in life. Because of this singular ambition, he is never particularly displeased when Lupin manages to escape his custody.
