Sachiko Hirokouji is a young woman who lives in the boarding house that Umi's family runs. She spends most of her time working on paintings in her bedroom. 

Known to be snarky and mean, particularly to Scott, Julie is the social glue binding most of the characters in the series together. She frequently hosts parties, introduces characters to each other, and is known to be a full-time bitch and a half.
