Is the grandson of Arsène Lupin I. He is the world's most wanted thief. Often in his adventures, he takes it upon himself and his gang to foil other criminals engaged in more serious crimes. He sometimes appears incompetent, but mostly as a charade to catch his opponents off guard. While he has been arrested and thrown in jail on a number of occasions, he has always managed to break out. His infatuation with Fujiko Mine is perhaps his biggest weakness, as it often lands him in undesirable situations.

Subaru is the younger of a pair of fraternal twins, his older twin being a girl named Hokuto. Their parents (who are never seen) were members of the Sumeragi, a clan of onmyouji who have served Japan and its emperors for hundreds of years. Subaru was trained from an early age to become the 13th head of the Sumeragi clan, replacing his grandmother. At the age of nine, he was separated from his sister Hokuto for a year of intensive training in Tokyo. On the day he ascended to the head of the clan, Subaru encountered a strange young man under a cherry tree. The meeting would subsequently be expunged from his memory. Subaru's grandmother ordered him to wear gloves from that day onwards, and never to allow anyone else to see his hands. The old onmyouji cast a spell that would repel any attempts by others to remove them. Subaru never removed his gloves, and was known to wear them even when sleeping. 

Cobra's signature weapon is his Psycho-gun, a cybernetic arm-laser which is connected to his brain and capable of targeting enemies without needing a line-of-sight. This allows him to defeat most foes with ease, but some are not so vulnerable to the laser itself; the gun also drains Cobra's mental energies after extended use. For backup he carries an old-fashioned Magnum revolver.  Buichi Terasawa created the main character based on the famous French actor Jean-Paul Belmondo. Cobra's facial features bear resemblance to Belmondo's, and the peculiar sense of humour Cobra exhibits throughout the story seems to have been inspired by the characters Belmondo played in films.
