Is the grandson of Arsène Lupin I. He is the world's most wanted thief. Often in his adventures, he takes it upon himself and his gang to foil other criminals engaged in more serious crimes. He sometimes appears incompetent, but mostly as a charade to catch his opponents off guard. While he has been arrested and thrown in jail on a number of occasions, he has always managed to break out. His infatuation with Fujiko Mine is perhaps his biggest weakness, as it often lands him in undesirable situations.

Shun Mitaka is the coach of the tennis club that Kyoko attends, and is the rival of Godai for her love and attention. He and Godai recognized each other as rivals from the moment they met.  Shun is notorious for being a ladies' man, and is a stud in every sense of the word, from his good looks, athleticism, and way with words, to his trademark shining white teeth, he is everything Godai is not. He had some childhood trauma concerning dogs, so he has a crippling fear of them. He comes off as a spoilt child of fortune, but is actually a really good and assiduous guy who truly loves Kyoko and is worried about letting someone unreliable have her.  He wooed Kyoko quite boldly, but ironically that approach actually strengthened Kyoko's feelings towards Godai in most cases.   ~!Shun gets dragged into an arranged marriage affair by his scheming uncle in order to secure the Mitaka family's financial future, and is forced to court Asuna Kujo.  He continues to declare his love for Kyoko however, and difficulties ensue.  Around the end of the manga, he marries Asuna.!~

Shuutaro Mendo is heir to the Mendou Zaibatsu with staggering wealth and its own private army. He commutes to school in a gigantic helicopter that is more like a flying mansion. Shuutaro carries a samurai sword which he often tries to use on Ataru (who has become expert at blocking it with his bare hands). Although very handsome he is just as stupid and lecherous as Ataru (just much more sophisticated in his approach). He takes his role as heir to the vast Mendou fortune extremely seriously. Mendou is vain, narcissistic, charming, overly dramatic, claustrophobic and afraid of the dark. He loves Lum, tolerating the presence of Ataru in order to be close to her. The leader of the Stormtroopers, whose nickname means "eyeglasses", he has a strong personality and generally directs the schemes of the Stormtroopers to gain Lum's attention (though mostly for himself). Though usually antagonistic towards Ataru, he often hangs out with him in his spare time. He is often given to rambling philosophical musings and outbursts, and seems to have an affinity for fascism and communism. 

His nickname is derived from his hairstyle ("permanent"), he is tall and skinny (though his nameless Manga counterpart had quite a fatter form). Perm often displays the most character development, including being the only one of the Stormtroopers to have a visible girlfriend.

Julian, whose alias is &quot;Pluto&quot;, is the last model of the Third series, and the only male. He helps Naomi discover her true identity and her origin. An adept hacker, Julian attempts to help Armitage by delving into the files surrounding the creation of the &#039;Thirds&#039;. His attempt however, is hijacked by the assassinroid D&#039;anclaude who controls him via a planted computer virus. Armitage destroys the viral link, but it also causes Julian&#039;s body to self destruct. His last words to her is that maybe he&#039;ll get to meet the &#039;real&#039; D&#039;anclaude.     ~!Sometime after his death, Armitage mourns his loss until Ross reminds her that Julian had backed up his programming into the main registry. General Blue is one of the highest ranking members of the Red Ribbon Army seen in the series. 
He possesses special psychic abilities in the form of telekinesis, which can be used to paralyze his opponents or control inanimate objects. This combined with his physical prowess make him one of Goku’s toughest opponents in the series.

~!He is later defeated by Arale Norimaki when his and Goku’s battle takes them to Penguin Village. Upon returning to the Red Ribbon Army base, he is killed by Tao Pai-Pai.!~

It is also implied that Blue is homosexual, though it is never directly confirmed, only speculated on.

Clovis la Britannia is the Third Prince of the Britannian Imperial Family and former Viceroy of Area 11. He is timid and narcissistic, as well as unaccustomed to failure. He and Lelouch would often play chess during their childhood; despite consistently losing, Clovis viewed Lelouch as a friendly rival, and his fond memories of the time spent at the Imperial Villa led him to model the garden on top of the government complex after it. He is a talented artist and designer, having planned the whole Clovis Amusement Park and left a large amount of artwork behind.

Samuel (サミュエル, Samyueru) is an Exceed and a member of the Legion Corps of Zentopia.

Tsumugi is a tactical cyborg in Unit 501 that has a set of twins' cyberbrains in its head who always talk to each other.

Leader of Thief Gang Cat's Punch 盗賊団「キャッツパンチ」

Basara is one of the Juunishinshou who specializes in archery. He can fire more arrows than usual (5 or so), all with accurate aiming. While doing this, his front is exposed. To overcome this, he prepares arrow traps that surround him, so an opponent cannot get close to him. In his ultimate attack, he fires his entire quiver with one shot (about 50 arrows). He was defeated by Sanada Yukimura, who sliced him in half.  His real name was Maro and he spoke in third person, causing confusion as to his name.

Artificial Human #17, Android 17 in the English adaptations, is a fictional character who first appears in the Dragon Ball manga created by Akira Toriyama, as well as Dragon Ball Z and Dragon Ball GT.    Originally a human, he is constructed into a cyborg by Dr. Gero like his twin sister. 17 is a mass murderer in Future Trunks&#039; timeline.    Number 17 is not an android created by Dr. Gero. He and his twin sister #18, were once human. How could they be twins if they weren&#039;t once human? Toriyama said Gero found them as a couple of hooligans. They existed before Dr. Gero, therefore, they are not robots. An android is a robot and a cyborg is a human with robot parts in them. Considering what he can do, #17 is probably about half human.    Now as to the motivation behind #17 killing Dr. Gero, that&#039;s subjective. While they didn&#039;t necessarily like being turned into cyborgs, once it was done, it couldn&#039;t be undone. It was Dr. Gero&#039;s strangle hold on their freedom, as represented by the &quot;controller&quot; device, that inspired #17 to kill him. Threat + Rebel = dead Gero. They were both rebels. You should never try to put a leash on a rebel.    Later, #17 and #18 drive around in a van with Android 16, looking for Goku. When they finally get to the Kame House, Piccolo tells them Goku is not there. He refuses to tell them where he went to, and thus Piccolo challes #17 to a battle. As they fight, Piccolo&#039;s ki leads Cell (an evil insect freak spawned by Dr. Gero&#039;s computer who needs to absorb #17 and #18 to reach its perfect form) to the battlefield. He offers #17 to surrender so he can become a part of *greatness*. #17 refuses, and is defeated during the battle.     ~!Number 17 is killed when Cell explodes, but is wished back to life along with the other people on Earth who had been killed by Cell. #17 has his explosive device removed by Kuririn with the second wish. The last time we see #17 in DBZ is when he is in the woods donating energy for Goku&#039;s Genki-Dama. Considering the fact that he is alive during the Kid Buu saga serves as a testament to his good soul: the wish that revived him was one that Vegeta made asking for only the good people on Earth to be revived when it was restored (Kid Buu had previously obliterated the planet in a single attack).!~    *Wikipedia

Chang was originally from China. He was an impoverished Chinese farmer in his early 40s who once owned a pig farm; almost all of his pigs ran away and he was starving and suffering under heavy taxes. Hopeless, Chang decided to end his misery by hanging himself. However, he was "saved" by a bullet from Black Ghost which cut the noose. Chang fainted and was later delivered to the Black Ghost laboratory (In the 2001 series, he owns a restaurant - explaining why he's such a good cook - but burns it down after doing a fire-breathing trick, then he loses everything else. Black Ghost agents pick him up when he faints.) 006's power allows him to breathe huge flames. This ability also allows 006 to create tunnels in the earth and attack enemies with underground explosions. Aside from that, he's a jovial fellow who is well-versed in the ways of cooking; his refined cuisine and happy personality always manage to bring his teammates back to good spirits.
