In Episode 14, he calls the military to bring Sonic to the White House for a party (who refuses because of a planned outing with Chris' friend, Helen), and goes as far as to get the reporters purposely drunk (in the dub, it's toned down) so they'll stay. In Episode 21, he initially decides to call the military in (since Sonic refuses to race against Chris's uncle, Sam Speed), but decides against it and secretly calls Eggman and asks for his help. At the end, Jerome is exposed for making the deal, and is fired. Occasionally, one will see him as a homeless man in later episodes.

An old man of British descent, Major Roundell has his right eye replaced by an eyepatch. He serves as the base's executive officer and the confidant of Saki Vashtal. He is also an excellent fighter pilot, specialising in Low level assaults, flying the Blackburn Buccaneer with ease, at least in the 2004 remake. Roundell appears in all three versions of Area 88.  &quot;Bohemian Knight&quot; Doma is an infamous New World pirate who allied himself with Whitebeard.  Doma has a beard that seems to have lines that extend to his eyes. He also wears a large headband and a necklace with square jewels on it. He wields a sword. His neck appears to have a scar on the lower right.  A monkey is perched on Doma&#039;s shoulder.  Doma has managed to make himself an infamous reputation in the New World, and has managed to ally himself with Whitebeard.  He appears to be a swordsman, from the sword he wields.   Sometime in the past, Doma and his crew surrendered to Ace after he defeated them.  Doma and his crew are first seen, along with a fleet of 42 other infamous pirate crews, allied with the Whitebeard Pirates, attacking Marineford to save Portgas D. Ace from his execution.

Vice-Admiral Dalmatian (ダルメシアン中将, Darumeshian Chuujou) is one of the many Marine Vice Admirals to have participated in the Battle of Marineford.    With his Devil Fruit powers active, Dalmatian takes the form of a muscular, bipedal dalmatian-human hybrid. The top part of his head from his nose up, along with his arms and legs, are that of a dalmatian: a white dog with black spots all over the body. He also has a long tail. However, the bottom half of his face is human, and has a blond-white beard on a wide chin. His torso and neck also seem to remain human. He has yet to be seen in his default human or full dalmatian forms.    Like all other Vice Admirals and other high ranking officers, he wears a double breasted suit, dress shirt and tie, with a Marine jacket draped loosely over his shoulders like a cape. His suit, in particular, is dark green. He wore a light red shirt underneath, with a darker red tie.     Dalmatian has eaten a Zoan-class Devil Fruit that allows him to transform into a dalmatian. Using this, he can increase his fighting prowess and physical strength greatly, and, combined with his Rokushiki style, favors his status as a martial artist greatly. His transformation into a human-dalmatian hybrid seems to differ from other Zoan users, as parts of his body (the bottom half of his face, his neck and torso) remain human while the rest become the animal, whereas the other users&#039; bodies take on complete animal characteristics in their hybrid form.

Being a city council secretary, Namatame was married to renowned enka singer Misuzu Hiiragi. However, her popularity had put a strain in their relationship. Seeking solace, he met with TV announcer Mayumi Yamano while the announcer was doing interviews with candidates for the next election.  Namatame found out that they both had come from the town of Inaba. Both understood their passion on work, and eventually began an intimate relationship. However, the affair was exposed and a scandal erupted, which led to the end of his career and his marriage. Both he and his wife Hiiragi affirmed that the enka singer chose to nullify their marriage. Namatame then fled to his hometown.  Before people found out about his affair, Namatame was thought of as an outgoing man with a fun personality (though this side of him is never seen in the game). When the protaganist interacts with him, he is timid. He speaks few words, and always seems scared. He believed what he was doing was the right thing when discovered he could throw people into the Midnight Channel. He hoped that it would keep next victims safe, not knowing what kind of place it actually was. When faced with the world he thought was safe heaven, Namatame discribed it as an abomination.
