Bebop and Rocksteady used to be human, and part of a street gang in New York City that was employed by Shredder. Rocksteady was originally a short and stocky blond Caucasian man (who sported army camouflage pants that would be replaced with simple beige pants later while also occasionally sporting an army helmet in his mutated form) while Bebop was a taller African American man with a purple mohawk. With other members of their gang, they were sent out to stop a Channel 6 reporter named April O&#039;Neil from doing a report about crime in the city. April ran down into the sewers while being chased by the street gang and met the Teenage Mutant Ninja Turtles, who defeated the gang in a fight.  After this humiliating setback, The Shredder developed a plan to defeat the Turtles by mutating members of this street gang, so that they would have abilities parallel to the Turtles&#039;. Bebop and Rocksteady both volunteered to undergo the procedure (though neither was particularly aware of what it would entail) with the promise that it would let them get revenge on the Turtles. Bebop was mutated into a human warthog, and Rocksteady into a rhinoceros. However, though the transformation did make them larger and stronger, they remained incompetent simpletons, and were completely inept at stopping the Turtles or carrying out Shredder&#039;s plans. For example, in &quot;Enter the Shredder&quot; they charged at the Turtles, who jumped, and crashed into each other. Donatello commented that their mutations didn&#039;t &quot;up their IQ&#039;s any.&quot; For most of the series they were employed for comic relief purposes. In one episode of the series, Bebop was shown to have kept a pet turtle, which got mutated into the evil turtle Slash.  

A dark medical ninja who sought to revive the demon god, Moryo. By allowing his spirit to take shelter within his own body, he and his minions sought out to kill the priestess Shion while they recovered Moryo&#039;s physical body. In the end, Moryo killed him just as Shion was about to finish the sealing ritual.

Mikuriya is head of the research centre where the Kirihara brothers were raised. Naoto holds strong resentment toward Mikuriya for taking Naoya and him from their parents and keeping them captive. However, the brothers maintain contact with Mikuriya following their escape and come to his aid in episode 14. Mikuriya considers himself the guardian and protector of the brothers during their 15 years at the research center.

Professor Sebastian (Japanese: シラヌイ博士 Dr. Shiranui) is a member of Team Rocket who has appeared in several episodes of the Pok&eacute;mon anime. His Japanese voice actor is Hidetoshi Nakamura and his English voice actor is Eric Stuart.    He appeared in The Legend of Thunder!, and later on in the main series during Talkin&#039; &#039;Bout an Evolution and Rage of Innocence. He also appeared briefly in Pok&eacute;mon Ranger and the Temple of the Sea.      Personality    Every occasion he is seen by the viewer, he remains calm and talks with a steady even tone. As he is only seen in moments of scientific importance and victory, it cannot be said if this demeanor carries over to every situation, or if this behavior has been modulated to the scientific environment and all business that stems from there on in.  Relationships with other members    He works with Tyson and gives commands to Hun and Attila. Tyson seems to hold at least his scientific mind in great regard. As Hun, Attila, and Tyson are of the same rank, Sebastian might work with agents of their rank often.  Arsenal and abilities    He is in charge of a sizable crew of scientists, and they seem to work on a variety of things. He is known for the creation of the crystal system that traps Electric-type Pok&eacute;mon with their own power and a beam that forces Pok&eacute;mon to evolve.

Affiliation: Ishida Finance    A friend of Karin&#039;s, Talsian seems to have a connection to Karin&#039;s parents, and doesn&#039;t talk during instant message conversations. Talsian makes a physical appearance from halfway through the series. He is chairman of Atlas Corporation, and apparently knows Ryoko well. It is revealed that Talsian and Nagiko, the first CEO of Atlas, both helped create Atlas for a better future for their descendants. He is placed under arrest by Ryoko under allegations of having assisted an unknowing Karin to shut down Atlas&#039; critical systems. [Wikipedia]

Kibano is one of the many people who tried to learn Genkai's techniques. He fought Yusuke in the fourth test and compensated for his poor (on par with Yusuke's) spirit awareness by wearing a special helmet that blocked out his senses of hearing, sight, and smell to enhance these abilities. He can increase the size of his arm muscles and is very skilled at physical techniques. Yusuke beat him with his Spirit Gun by placing Genkai's discarded cigarette on his belt to use as a marker.

The owner of Team Rokuyukai, he doesn't do much research and pays the price.

Messina is a tall muscular man with short hair tied into a ponytail and a Fu Manchu mustache. He wears a long hat, a sleeveless tunic, and armbands.

Though much of Messina's personality isn't focused upon, he displays the characteristics of a stern, yet effective instructor to Joseph and Caesar. Despite this, Messina seems to have a sense of humor as he, along with Loggins, would often tease his disciples during their training.
