Smoker the White Hunter is a Marine. He was first introduced in Loguetown.  Smoker is a muscular white haired man, who carries the very distinct trait of always being seen smoking two cigars at once. He wears a large thick white and blue specialist Marine jacket which he keeps open with greenish fur lining the neck, wrists and hem. Many cigars are strapped to the jacket which has the kanji for "justice" written on the back of it. He carries a Seastone tipped jutte as his weapon. He also wears brown leather gloves, blue jeans with a brown belt and large military issue brown leather boots.  Smoker is a tough Marine, who when first introduced, was trying to track down Luffy in Loguetown. Unlike many other Marines in One Piece, Smoker does not follow the rule of Absolute Justice and follows his own brand of justice, which he later preaches to Tashigi.  Despite his stern, businesslike manner, he does seem to have a soft side.

Pandaman is a joke character created by the author, Eiichirō Oda, whose appearance is that of a muscle bound figure with a panda face for a head (whether this is a mask or his real face remains to be seen). He makes numerous background appearances throughout the series for the viewer to try and spot.  Pandaman was originally created for the book 77 Mysteries of Kinnikuman. He originated from Tibet and age is unknown. He is 200 cm (6'6") tall, weighs 122kg (270 lbs), and has a Super Power Rating of 3,300,000. His mortal blow techniques: Bamboo Leaf Panda Drop and Giant Panda Deathlock. His Explanation: Abandoned in a bamboo thicket as an infant, Panda Man was raised by Giant Pandas. (all of these mentioned are not seen in the One Piece manga or Anime, and as such it should be taken with a grain of salt.) He is an Akuma Chōjin who resolved to become strong because when he told people he had seen Kaguya-Hime, they didn't believe him and picked on him. (Kaguyahime was a princess who was found inside a bamboo stump, according to Japanese legends.)  According to Oda, Pandaman is a rich guy living on a certain island.[9] He is often seen in the same panel as one of the Tomato Gang, a debt collector on the lookout for Pandaman, trying to collect the money Pandaman owes (which is why Pandaman is often seen running away on appearances).  Pandaman's bounty is revealed to be at least more than 3,333,333 beli during the Anime Filler Arc Ice Hunter on Episode 326, as Kanpaccino's hand blocks the entire number.  


Conis's father and a brilliant inventor from Skypiea who fixes the waver Nami rides. He has a habit of apologizing for everything; even things that he isn't even responsible for, or things that warrant no apology whatsoever (introducing himself, accepting a drink, etc.).     ~!Pagaya was thought dead as Enel attacked him while he was helping an injured member of the Royal Guard, who had just revealed Enel's plans to destroy Skypeia. Jiro the Jorogumo was an escaped convict and master of disguise. He worked as manager at Burger World at the time Hiroto Honda, Miho Nosaka and Anzu Mazaki were working there. He disguised himself as Tetsuo Sasaki, another criminal, while committing several robberies.

Eventually Jiro was exposed and he pointed a gun, which he stole from Sasaki, at Anzu, taking her hostage, blindfolding her. He ordered Yugi Mutou to get him some things, including a cigarette, a glass and a bottle of vodka. As he poured the alcohol, he reacted rather angrily when he heard Anzu calling for Yugi. Grief-stricken by Anzu's fate, Dark Yugi emerged, challenging Jiro to a Shadow Game. In this game, each player was only allowed to move one finger of their own choice, otherwise the player would lose. Dark Yugi chose his thumb, while Jiro chose the finger presently on the trigger. Just before Jiro could pull it, Dark Yugi turned on a lighter, lighting the convicts cigarette. Originally, Jiro mistook it as a friendly gesture, but then Dark Yugi placed the still active lighter on his hand, now realizing, the vodka was still pouring, now onto Jiro's lap. Due to the high alcohol content of the vodka and the recoil of the gun, Jiro would easily be covered in powerful flames. Jiro disarmed and turned off the lighter. Dark Yugi put a Penalty Game on him because he moved more than one finger, causing the criminal to believe he was set on fire.

Sapi was the fish salesman who sold Sanji the Elephant Tuna Fish. In the anime, he met with Sanji, but did not sell him the fish. Instead, he told him of the competition for which the fish would be the prize for.    He has a small ponytail that resembles a fish fin.
