An "experimental district" is a place to create a special environment or system in an isolated area and explore how much humans can adapt to it.
There are "self-sufficient economic districts" and "cybercommunity districts", but there are also districts such as "untreated plague districts" and "war districts" that are aimed at extremely inhumane experiments. 
Akito Kuze, who lost his parents in a sudden accident, decided to enter the 13th experimental district during his second year of high school.
