The father of Brolly, when Freeza destroyed Planet Vegeta, Brolly used a sphere of his own power to protect himself and Paragus, and transport them to another planet. Paragus raised Brolly, and eventually had a scientist create a crown capable of restraining, and controlling Brolly&#039;s rage and power. Paragus later came up with a plan to get revenge on Vegeta, but failed due to Brolly breaking the crown and going berserk. He was killed by Brolly who threw his escape pod into a comet. Shukakku is the demon that is in Gaara giving him most of his power AND his insanity. Shukakku is able to fire off sand chunks that look like and act like kunai. In the English dub, Shukakku is made sounding like an insane cowboy.    Shukkaku is the Ichibi, which is the One-Tail Jinchuriki. Shukkaku is very powerful as Gaara can still not fully control him.

Dr. Seijiro Inui, often referred to as 'Chairman', is indeed the chairman of the Institute for Psychiatric Research.  He is in opposition of the use of electronic devices, especially the DC Mini, to explore the dreams of patients, feeling that the realm of dreams should never be invaded. 

~!He enlists the aid of Osanai Morio to steal two of the devices, the purpose being to discredit the inventor, Dr. Kōsaku Tokita, by implanting the delusions of a clearly-insane patent upon innocent people. Grandfather of Kouji Kabuto, he is the century's authority on robot engineering and Photon Power research, as well as a great inventor. He built the robot Mazinger Z for his grandson, as a way of making up for causing the accident that killed his parents years before. According to Juzo this robot would allow Kouji to do as he pleases with the world, even ruling it as a God or destroying it as the Devil. 

Sagat is the World Warrior Champion who loses his title to Ryu and becomes obsessed in defeating him after his loss.

Former General Philip Gargantos Armstrong is is the current head of the illustrious Armstrong family, father to Major Alex Louis Armstrong, Major General Olivier Mira Armstrong, and their younger sisters Amue, Strongine, and Kathleen Elle. His wife's name is not known. A bit of a windbag, Philip enjoys relating stories of his family's grandeur and his own eventful military career to anyone unfortunate enough to become his captive audience, and seems to have passed on this family pride to Alex. Being a former General, it would seem that Philip is a rather insightful man, quickly understanding from Oliver's demands for the Armstrong estate that Amestris was no longer safe, and taking his wife and daughter Kathleen off to Xing on an "extended vacation". Scar&#039;s mentor from Ishval, a holy man. The two got separated when Kimblee attacked the group of refugees of which they were a part. Upon learning of his student&#039;s &quot;crusade&quot; against State Alchemists, he counsels him on the teachings of Ishvala. In the anime, he says, &quot;Even in the darkest of suffering, a man can sleep. But for the man who inflicts the suffering, his mind cannot rest. Ever.&quot; In the manga, he explains &quot;Revenge only grows seeds of revenge,&quot; (which Scar didn&#039;t care for much until he found Winry pointing a gun at him, intending to seek revenge for her parents&#039; deaths, as Scar was their killer in the manga). He later speaks on behalf of the Ishvalans at a refugee camp when Mustang and his men arrive looking for Scar. Scar&#039;s master was one of the few survivors of the covert op of which Martel was a part, and which triggered the Ishval massacre. He is never mentioned by name in the anime. He does exist in the Manga because he can be seen in a cameo in Chapter 58 for a brief period of time, and in chapter 72 in flashback when he stating that although they may (and should) not forgive the damage Amestris done to the Ishval, but they must not surrender to the hatred, and endure it, to sever the bonds of hatred, since they&#039;re human beings.

Homura Mitokado is a former member of Team Tobirama, together with Hiruzen Sarutobi and Koharu Utatane. He and Koharu now form the Konoha Council.    Ever since their childhood, Homura and Hiruzen Sarutobi have been close friends. Under the guidance of the Second Hokage, Tobirama Senju, they and their third teammate, Koharu Utatane, have completed numerous missions together. When Hiruzen became the Third Hokage, Homura and Koharu became his councilors. With their years of experience and knowledge and their unending effort to make Konohagakure a better place, they eventually gained similar respect and social status as the Hokage himself. Thanks to his prudence and efficiency, Homura especially has gained the absolute faith of the Konoha shinobi. 

The wise and powerful Head of Section 9, Aramaki relies upon his many international and corporate contacts to supply his team with the information they need to get the job done. Though he commands a great deal of respect, he is occasionally called "Monkey Man" (in the Manga) by his subordinates (perhaps because of his unconventional hairstyle/face). Seldom directly involved in police actions, he is nonetheless constantly working behind the scenes to coordinate the efforts of his agents, making quick and authoritative decisions and maintaining tight control of Kusanagi. 

Dabura is the king of a Demon Realm, and Babidi's right-hand man, being placed under his control by a spell. Dabura has the special power of turning his enemies to stone, simply by spitting on them. His name is originally taken from a Japanese pronunciation of the last half of the incantation &quot;Abracadabra&quot;.      ~!He fights Gohan in both his normal and Super Saiyan forms to gather energy for Buu, but before they can finish, he notices Vegeta has evil within him. During the fight Vegeta shows great frustration which comes from the fact that Gohan has to make an effort to kill Dabura even though Gohan is still more powerful than Dabura. This spawns from the fact Gohan has not trained at all in the past 7 years and is only slightly more than half as strong as he was when he fought Perfect Cell. This allows Babidi to grant him power. When Buu is released, Dabura tries to kill him, but is turned into a cookie and devoured by Buu. (Upon his death in the anime, King Yamma decides that the usual punishment of exile to Hell is what Dabura would actually desire, so he instead sends him to the most peaceful region of Heaven.) In the anime, Dabura is later seen wandering as a &quot;good-spirited&quot; soul consumed with love (creeping out anyone who meets him).!~     It is mentioned by Goku that Dabura's power is equal to Perfect Cell's. Master Berthold Hawkeye was both the alchemist who mentored Roy Mustang as well as the estranged father of Riza Hawkeye.  A brilliant alchemist, Hawkeye postulated the complex and intricate theorems necessary to apply flame alchemy at its most powerful and efficient level, but refused to pass on his flame alchemy secrets to his pupil, thinking them too dangerous for young and naive Roy. Riza describes her father as a frightening man with whom she did not generally associate and could not at all relate. Afraid of his life's work being destroyed and what his Flame Alchemy knowledge could do if it fell into the wrong hands, Master Hawkeye refrained from keeping notes in the normal fashion and, instead, tattooed a large Transmutation Array containing the culmination of his craft and findings on his daughter's back, perhaps further straining - or serving as an indication of - the Hawkeyes' already shaky relationship.  Master Hawkeye, as an independent alchemist, appears to hold some disdain for the State Military (much like Izumi Curtis), as revealed by his flippant reaction to Roy's enlistment during the Ishval Civil War as well as his preference of living in squalor with all his genius over joining the State Alchemist Program. Doctor J. (Colony Cluster L1) designed and developed the Wing Gundam and trained Heero Yuy to be its pilot. He also gave Heero his name. Garp is a Marine hero who was famous for cornering the late Pirate King, Gold Roger, numerous times in his career. Garp is considered by Whitebeard as one of the few people that know the seas from the time of Roger.

Garp is first introduced in Koby's mini-series as the Marine officer in charge of escorting Captain Morgan. However after falling asleep, Morgan makes his escape by striking Garp and taking Helmeppo as a hostage, fleeing on a small dingy. Garp then wakes up unharmed, apparently breaking a cannon in the process of waking up. When Koby begs to chase after the two, Garp allows Koby to persue them. Upon the boys return they offer themselves to be punished, but Garp instead proposes a different course of action. He states that the pair of them are nothing but trouble and the only way to ensure they still in line is that he takes charge of the pair. He takes them back to Marine HQ where he begins to train them to become great Marine Officers. 


A large man with a very strange hairstyle and a gigantic removable mustache, Kabapu occupies a position of extreme and shadowy power which is never fully explained, but municipal leaders defer to his wishes, and he has no qualms about silencing dissent by violence. This zeal is a result of his genuine desire to protect the City from all dangers. His trump card is his newly founded Department of City Security, the civilian front for his Municipal Force Daitenzin, into which Watanabe, Iwata, Sumiyoshi, Misaki, and Ropponmatsu are recruited. Dr. Gero (ドクター・ゲロ, Dokutā Gero?) made himself into a cyborg by implanting his brain into a robot body. He first appeared with Android #19 to kill Goku. After #19 was destroyed by Vegeta, he fled out of fear and with the intention of activating Android #17 and #18. Once he activated them, they quickly rebelled on their creator. #17 kicked his head off and crushed it. In Dragon Ball GT, he helped Dr. Myu create Super 17, who later went on to kill both of them.

Commander Red is the leader of the Red Ribbon Army. While he puts up the front that he plans to take over the world, his true plan was to use the Dragon Balls to wish to become tall. Assistant Black overhears this and pleads that the Red Ribbon Army did so much, and risked a lot for his ambition, instead of world conquest, therefore it wasn't worth the risk and could lead to their ultimate defeat. When Red doesn't listen, he is then shot on the head and killed by Black who then renames it the Black Ribbon Army.
