Kariya&#039;s former right hand man until he tried to overthrow him as Bount leader.     Utagawa has shorter brown hair, which fans up at the ends, and a large goatee. He seems to dress rather formally, wearing a white button-up shirt, a tie, and a light vest. His golden pocket watch he carries on his vest transforms into his doll, a snake that he wears around his neck.     In the Human World, he consumed a large amount of living souls. During his battle with Yoshino Sōma, it was revealed that, to him, all humans are food. When battling, he seems analytical and not the least taken by his enemy&#039;s abilities. He was the most power-hungry of the Bounts, and wanted to overthrow Kariya for his seat of power. 

Togusa is the newest member of Section 9 and the only one not originally recruited from Kusanagi's team of SpecOps.  Recruited from the regular police forces, Detective Togusa (no first name is yet known) has only the most basic of augmentation and no cyberization outside of his cyberbrain.  The Major wanted him for his perspective as a real policeman and as an outside opinion so as to avoid intellectual incest within Section 9.  Togusa mostly feels inferior to the rest of the team, forgetting to recognize the reason for his inclusion in the group.  He is the only member with a spouse and child and he continues to carry his Mateba revolver, although it has been highly modified to fire anti-cyborg rounds.

Shun Mitaka is the coach of the tennis club that Kyoko attends, and is the rival of Godai for her love and attention. He and Godai recognized each other as rivals from the moment they met.  Shun is notorious for being a ladies' man, and is a stud in every sense of the word, from his good looks, athleticism, and way with words, to his trademark shining white teeth, he is everything Godai is not. He had some childhood trauma concerning dogs, so he has a crippling fear of them. He comes off as a spoilt child of fortune, but is actually a really good and assiduous guy who truly loves Kyoko and is worried about letting someone unreliable have her.  He wooed Kyoko quite boldly, but ironically that approach actually strengthened Kyoko's feelings towards Godai in most cases.   ~!Shun gets dragged into an arranged marriage affair by his scheming uncle in order to secure the Mitaka family's financial future, and is forced to court Asuna Kujo.  He continues to declare his love for Kyoko however, and difficulties ensue.  Around the end of the manga, he marries Asuna.!~

Lispky appears in episode 56.  He lives in Czechoslovakia and is a puppeteer, although nobody watches his performance. To earn money, he works in a restaurant to clean dishes in the evening.      ~! When Anna collapses at the Mansion of Red Roses, he finds her and takes her and Dieter at his place. He cares for her for three months and after having made a puppet that looks like Anna, she and Dieter leaves to continue their journey.   Lipsky is the son of Franz Bonaparta. He was a student at the Mansion of Red Roses where his father would give children reading sessions Roses, but Lipsky was considered as useless. !~

One of the Dragons Of Earth, Yūto is a bureaucrat working at the Ward Office, he never lets on to any of the happy couples turning in their marriage licenses that he is seeking to destroy humanity, assuming an air of bland cheerfulness which he maintains even in combat.  He is in a sexual relationship with Kanoe, and is amused by the knowledge that Satsuki has a crush on him; he sees the latter as a sort of younger sister and proteg&eacute;e, and attempts to educate her about emotions.  In combat Yūto wields a sai dagger capable of severing human hands with one swipe, and which bears a powerful whiplash attachment that can smash through concrete. He is also a water master capable of summoning floods and hurling water bolts, as well as arranging more benign fountain displays for the amusement of others.     __In Tsubasa Reservoir Chronicle__   ~!  In Tokyo, he&#039;s one of the seven fighters of the City Hall faction. He receives Syaoran&#039;s group much more amiably than the rest.  !~
