Rayregalia is an aging man with long golden curls and green eyes. His clothing consists of a long burgundy robe and a navy blue tunic that reaches his feet. Due to his old age, he carries around a cane-like walking stick to assist him when walking.

After the colonization of Mars and the discovery of the Aldnoah Drive, Raygalia was the man responsible for Mars' independence from Earth and the creation of the Vers Empire with claims that the Emperor has the rightful authority over the Aldnoah. However, shortly after the colonization and revolution of the Vers Empire, the citizens of Mars are oppressed by a feudal system caused by the Aldnoah. Although Mars possess superior and advanced technology compared to Earth thanks to Rayralia, Earth has diverse creatures, luscious fields, and unique foods in which the Martians do not have which became the main reason for Martians resenting Terrans.

Rayregalia is a very intelligent man who carefully assess and understand any situation he is in and makes the best decision possible. Although he is intelligent, he is vulnerable to manipulation and words as seen when [Count Saazbaum](https://anilist.co/character/88437/Saazbaum) manipulates and convinces him to declare war against Earth instead of taking [Slaine](https://anilist.co/character/88174/Slaine-Troyard)'s honest words.

Being the first person to make contact and awaken Aldnoah, Regalia possesses the Aldnoah activation factor in his genes which is passed down his bloodline.

In 1972, the Apollo 17 mission found a hypergate to Mars on the surface of the moon. Upon landing, astronauts discovered a enchanted utility later referred to as 'Aldnoah', giving the astronauts a status of superiority. Soon, many humans have relocated to Mars, and have adapted to the name 'Martians'. After Princess Asseylum, a royal Martian princess, descends onto Earth in an attempt to create a treaty between both planets, a war breaks out between Earth and Mars, and Martian soldiers begin to descend from the sky, riding steel giants, intent on exterminating humanity.

He was best known as the dubover artist for Michael Douglas and Timothy Dalton, and for voicing Hyō in Fist of the North Star.
