Raisa Pöttgen is based on Rainer Pöttgen.  Raisa is the witch who protects Hanna-Justina Marseille's back and the sky above her as consort. While she might look childish, her personality is mother-like and she's good at taking care of others. She is "a good kid" according to Marseille.  While she is obviously skilled enough to keep up even with Marseille's sometimes irregular maneuvers, she always prioritizes helping Marseille raise her score rather than achieve something on her own, and is fully devoted to being Marseille's consort.  Her feelings for Marseille could be described as a something close to worship, and while she takes great care in fulfilling her part as a support, she maintains a distance in private.  She never felt proud of her own achievements, even when she gained the title of an ace after downing 6 enemies, which she considered Marseille's leftovers.  When Marseille was ordered to form a joint aviation corps "Afrika" by Flight Lieutenant Katou of the Fuso Army, Raisa befriended Sergeant Inagaki from the same unit and took it upon herself as her mentor. After discovering that Neuroi are capable of communication with humans and making peace with the nest above Gallia the Witches squads are now on a mission to re-establish communication when a sudden attack vanishes the Neuroi; they now discover a new and massive nest that just appeared covering almost all Europe. Ruthless and without mercy it annihilates allied forces along with Witches. Word of the attack reaches Fuso and a support battalion is deployed to rescue the survivors. Among the rescue team is the former Striker captain Mio Sakamoto and the now civilian Yoshika Miyafuji who want to save their dear friends.

The OVA stands for Operation Victory Arrow, and this operation is set in the period between the end of Operation Mars in the second television series and the 2012 Strike Witches movie. The three 30-minute short stories depict the lives of the members who returned to their respective homes. 
 
To commemorate this new Strike Witches project, there will be special event screenings of the shorts in theaters.
