An excellent hacker who acts as the Operator and Cyber-warfare specialist for the Guerrilla Resistance Group "Undertaker". Tsugumi plays a purely supportive role from Undertaker's Command Hub Tractor-trailer outfitted with newest Cyber and Communications Hardware. She monitors the battles and relays important information between Undertaker Units.  Her primary task is​ to monitor and support Ayase and her Endlave.   She is very brash and cheeky and speaks unreservedly even to the leader, Gai. Her codename is "Black Swan". Her Void is a Hand Scanner, magical girl wand that can create holographic projections of people. Although Tsugumi has no special combat abilities, she is fearless and ruthless when it comes to her paralyzed friend Ayase. When Ayase is out of her Endlave and in trouble, Tsugumi suddenly comes out of nowhere swift as the wind and launches herself at the source of Ayase's troubles with a mighty Missile Kick!

An American voice actress, ADR director, and script writer affiliated with Funimation and Seraphim Digital/Sentai Filmworks.

Monica's father is from Pontevedra, Galicia, Spain, and when she was young, her family would often visit there. She would translate for her younger brother some of the European Spanish-dubbed cartoons which included anime like Doraemon and Dragon Ball Z, often imitating the various characters. Monica studied ballet, tap, and jazz, but transitioned to musical theater when was 12. She studied acting through high school as well as college at the University of Houston. She's cited voice actor inspirations from The Simpsons, Family Guy, and Beavis and Butt-head. She was working on a theater show with Jason Douglas, who suggested she audition for ADV Films. Her first voice-over role was a walla in the 1999 dub of Martian Successor Nadesico.

Attended Nihon Narration Engi Kenkyuujo before becoming affiliated with her first management company. She works for Link Plan and was formerly affiliated with I'm Enterprise and Assemble Heart. Because of her strong voice, she often voiced tsundere characters.
