Master gunsmith, highly successful bounty hunter, and all-around action girl, Rally Vincent's love of guns and fast cars came from her father. He vanished under mysterious circumstances when she was young, and she entered the bounty hunting profession to gain easier access to both sides of law, in an effort to find him. Over the years, she has made many close friends and even more committed enemies. She operates both her gunsmithing and bounty hunting business from a small shop in Chicago.

_In Riding Bean, a prototype version of Rally was featured as Bean's partner. This version of Rally is portrayed as a fair-skinned blonde, but is still as equally-skilled in firearms as the Rally in 'Gunsmith Cats'._

Rally Vincent knows her weapons well, while her partner Minne May Hopkins loves to play with explosives. The pair run a gun-shop illegally and one day Bill Collins of the ATF, blackmails Rally and Minnie May into working for the ATF. Little do they know, that they are getting involved in a mission larger than they could imagine.

Rally can shoot the trigger off a gun from a good distance, and May generally wreaks havoc with explosions and cuteness. And together, with some very useful friends and associates, they make up the Gunsmith Cats.

Take the characters from a number of sci-fi based animes, a stage not unlike "Wacky Races," super deformed madness, and general insanity and what you get is Scramble Wars. While Scramble Wars does include characters from the original Bubblegum Crisis, Gall Force and Genesis Survivor Gaiarth, it also has a few other characters from other animes such as AD Police and Riding Bean. It doesn't matter if you loved or hated any of these series, as long as you've seen at least one of them you'll have a great time watching this, though the insanity is so generic that it really doesn't matter if you haven't seen any of the animes featured in Scramble Wars.
