Kuroko is [Mikoto](/character/13701/)'s kouhai in Tokiwadai Middle School and a protagonist in <cite>Toaru Kagaku no Railgun</cite>, as well as a supporting character in <cite>Toaru Majutsu no Index</cite>. A Level 4 Esper, she is a member of Judgment, a special public committee group whose duty is to maintain peace and order in Academy City. She has an unhealthy obsession with Mikoto, whom she calls "Onee-sama" (big sister), and is on the constant lookout for a chance to get physically intimate with her (and getting called a pervert in the process). 

Her power is instant teleportation, which allows her to teleport herself and anything she touches as long it weighs under around 130-137 kilograms to anywhere in a radius of around 81-85 meters.

Academy City is a highly developed place in terms of technology. It is said to be 20 to 30 years ahead of the rest of the world, and 80% of its 2.3 million residents are students. The focus of studies here is directed towards esper powers. Misaka Mikoto, one of the top level espers in town, shares a room with Kuroko Shirai, another high level esper who is a member of Judgement, a law enforcing agency composed of students. Both attend Tokiwadai, a private school reserved for the high-leveled and the rich. Kuroko's partner at Judgement, Kazari Uiharu, is a low level esper who studies at Sakugawa middle school. Her best friend and classmate there is Ruiko Saten, a level zero, one who has no esper powers. Together, the four encounter several adventures in the exciting scientific town.

Toaru Kagaku no Railgun: Arts and Sciences City SS is a short story in Arts and Sciences City that takes place in the time period between September 3rd to 10th. Academy City has a exchange program with the rest of the world that allows some students to travel for this week to other places, and some students are allowed into Academy City during this time. 
Mikoto, Kuroko, Saten and Uiharu went to the Arts and Sciences City, made on a artificial island off the coast of California for a field trip. The Arts and Sciences City is known as a city that has cutting edge technology (in terms of the standards of the 'Outside' of Academy City - ie it is still far behind that of Academy City's), and is trying to take over Hollywood as the entertainment capital of the world. Stuntsmen and shows occur frequently at this city, and anything out of the ordinary is treated as another show. Due to the climate apart from sleeping everyone wears their swimsuits all the time.
