Hyoubu is the immature and somewhat sadistic leader of PANDRA -- an all-esper criminal organization that aids fellow espers and seeks to create a world where their kind can leave peacefully. Initially introduced as an antagonist in the series, he eventually becomes more of an antihero and a main character. His level is immeasurable and has the power of psychokinesis, teleportation, psychometry, telepathy, and hypnosis. He controls the telomeres in his body, retaining the appearance of a 15 year old. Knowing that The Children will have a pivotal role in the impending Esper-Normals War, he is usually seen trying to convince them to join his cause.

During World War II, he joined the military's esper unit with his foster sister Fujiko. Hyoubu developed a familial bond with his commander, but was betrayed by him at the end of the war. He survived the multiple gunshots and grew an undying hatred for normal humans, eventually taking revenge on every person involved with the development of the esper unit.

You don’t have to be psychic to know that Hyoubu Kyousuke is trouble waiting to happen, but having psychic powers of your own may be your only chance if you want to stand against him. One of the most powerful espers on the planet, Hyoubu's incredible range of abilities extends as far as controlling his own aging process, and the potential strength of all his talents combined is so terrifying that he wears a device that limits their use except in cases of extreme emergency. The time is coming, however, when Hyoubu will need to unleash everything he has. Aya Hirano is a Japanese actress, voice actress, and singer. Beginning in the entertainment industry as a child actor performing in television commercials, she played her first voice acting role in 2001 in the anime television series [Angel Tales](https://anilist.co/anime/682/). She released her first single "Breakthrough" in 2006, and her first album Riot Girl in 2008. She was formerly contracted to Space Craft Produce, a branch of the Space Craft Group, before moving to the talent agency Grick in August 2011. Her label was Lantis until 2011, when she moved to Universal Sigma. On September 1st, 2022, she announced that she was becoming a freelancer.

Summary of the Zettai Karen Children TV series.

An OVA that takes place during the manga's middle school storyline.

In the future, as people with ESP increase in numbers, so does the possible good and evil they can cause to society. The Japanese government establishes of the Base of Backing ESP Laboratory (BABEL), a special esper organization tasked with dealing with situations that can't be resolved by ordinary means, including dealing with espers engaged in criminal activity. Prodigy Kouichi Minamoto is assigned by BABEL to the task of supervising the most powerful espers in the country, a trio of gifted but mischievous young girls known as "The Children". 

The Children and Minamoto must deal with several enemy organizations, each with conflicted views regarding the role of espers in the world, including "PANDRA", a cadre of rogue espers determined to wage war against the rest of mankind; "Black Phantom", a mercenary organization who brainwashes espers into living tools of destruction; and the "Normal People", composed solely of non-esper individuals who view espers only as a threat to be vanquished.
